In 1994 the US, the UK, Germany, and France all promised Ukraine that if it gave up the 10,000 Nukes located on its soil then RUSSIA WOULD NEVER INVADE.

So far only the UK and France have indicated their willingness to back that promise.

BTW: Some of the Ukrainians were wise enough to realize that a situation like this might arise some day. They kept a few of those Nukes.
