THE NEW IHR AMENDMENTS AND PANDEMIC TREATY are reviewed by lawyer Philipp Kruse who spoke at the European Parliament for the ECI citizens initiative to challenge the WHO on their pandemic treaty.

The International Health Regulations by definition were already ratified into 2005. They are doing a two pronged process: amendments to the regulations and the Treaty. The bifurcated process is confusion and perhaps intentionally so.

Fyi there is also the concept of De Facto and De Jure. Consider further that no politicians in our governments are debating this on mass. No media is discussing it.

The amendments will be voted on in May 2024 come into effect and become our national law with automatic enactment OF this horrific regime into law.

THE WHO HAS preconditions for declaring emergency and declaring their power active

  • animals health

  • ecosystem

  • concerns about rise

  • gives rise to permanent measures

  • and a pandemic emergency

  • will have the right to declare recommendations

  • impose on the people of the planet all kinds of restrictions

  • access, experimental treatments, surveillance, lock downs, access restrictions,

  • define and control all information that it is related to One Health (animals, ecosystems, humans, air so like everything) and censor;

  • no mechanism for the people to challenge assessment;

  • no stop button for citizens or member states

  • SELF DECLARE, AUTHORIZE ITSELF ITS POWERS, AND MAINTAIN OPPPRESSIONS FOR AS LONG , RECOMMENDATIONS THAT ARE LEGALLY BINDING, SYSTEM OF SURVEILLANCE.

13th of September 2023 in the European Parliament in Strasburg now Philip Krauss is one of the lawyers involved in citizens initiative challenging the European Parliament to reject the new international Health regulations and the who pandemic treaty uh is Dutch and speak superb English so please just give him this bit of time and what can be seen today in from the documents that are on the table that are about to be negotiated under the title of new pandemic treaty and amendments to the international Health regulations we are here today because we are all concerned by the World Health organization's strong pressure to extend its powers its structural and its Financial capacities with a permanent effect over the sovereignity of the countries and over the self-determination of the people it was in the wake of the coid 19 crisis that the WHO has initiated a reform process which will bring significant changes to all of us that will concern every human being and every of the 194 member states on this planet this reform process was started in 2021 with two working streams preparing two separate legal instruments number one a complete new treaty the so-called new pandemic treaty and number two significant amendments to the already existing International Health regulations these two legal instrument treaty and IH are about to be negotiate and finalized and they are they bring material changes the contents of these2:12 drafts are on the table they are 2:16 available they are available for 2:18 everybody and already in 8 months time 2:21 from now in may 2024 the 194 member states of the who will have their final vote on both of these International agreements this process takes place 2:37 behind closed 2:39 doors and at a tremendous speed it is 2:43 not reported nor discussed in our2:46 newspapers in our national parliaments 2:49 in universities nor in 2:53 society it is 2:55 inacceptable this is inacceptable 2:57 because these two legal instruments 3:00 will affect every one of us by reducing 3:05 even diminishing our loss our our right 3:10 of self-determination our right in 3:13 general of human dignity and it will 3:17 eliminate the basic principle of 3:20 democratic 3:23 À participation also the effects of these 3:26 Charities will be felt by member states 3:29 they will lose who will lose their 3:32 sovereignity and their autonomy autonomy 3:35 therefore every human being on this 3:38 planet should understand the essence of 3:41 the two legal instruments which come 3:43 under the title of pandemic prevention 3:46 pandemic preparedness and 3:48 response in a 3:51 nutshell the WHO claims in these two legal instruments 3:58 an absolute at 4:00 and non-question leadership in all 4:03 Health 4:04 matters as soon as wh refers itself to 4:09 pandemic prevention preparedness and 4:13 response wh claims to have the ultimate 4:18 expertise and the ultimate power in all 4:21 aspects of this wild wide 4:25 field just I recommend to read carefully 4:29 the current existing draft of the 4:31 Amendments of the international Health 4:33 regulations article 13A and article 4:38 42 it shall be granted the power of a 4:41À massive self authorization whenever it 4:44 claims to act under this purpose I 4:47 recommend to read article 12 that 4:50 establish the preconditions for Public 4:52 Health Emergency of international con 4:55 concern together with Annex two of the 4:58 proposed amendments 5:00 on the basis of an extremely vague 5:03 concept one 5:05 Health which basically means anything 5:09 and nothing animals Health ecosystem 5:14 concerns 5:15 about the level of CO2 and of course 5:19 human health can give rise to permanent 5:23 measures and even to a public health 5:25 emergency to a pandemic called out and 5:28 declared by the WHO 5:31 ho and thereby number four THE who has the 5:36 right will have the right to not only 5:40 declare recommendations made by several 5:43 experts but also to impose on the people 5:47 of this planet or only to a certain 5:50 region all kinds of restrictions access 5:56 restrictions lockdowns surveillance and 5:59 experimental treatments so far the list 6:03 of these potential measures can be found 6:05 in the international Health regulations 6:08 article 18 and there you will also find 6:12 one example of the precondition of the 6:16 proof of vaccination that was so far 6:19 meant to be 6:21 nonbinding in the future as word binding 6:25 is eliminated and as we have explicitly 6:29 written down in article 13A the proposal 6:32 and 42 of The Proposal the commitment 6:36 that the member states will give when 6:38 they accept um these amendments the 6:42 commitment that they will have to apply 6:46 the proposed 6:48 measures this is not enough further 6:52 WHO will most 6:55 notably the reserve and assume the right 6:59 to Define as the sole instance of on 7:03 this planet and to control all 7:05 information that it claims to be related 7:09 to health and this assumes as well the 7:13 right for 7:14 censorship and the right to interfere in 7:18 social communication it seems to be so 7:21 important to the WHO that these 7:24 Provisions can be found in both of the 7:27 international new agree agreements in 7:30 international Health regulations and in 7:32 the new pandemic 7:35 treaty and last but not least of a brief 7:40 summary that should any time be given 7:43 once we speak about these new changes is 7:46 the fact that there is no mechanism 7:50 foreseen that will allow the people or 7:54 the member states to challenge the 7:56 assessment of wh whether it is the who's 8:01 assessment about a public health 8:03 emergency or their assessment with 8:07 respect to certain measures or when it 8:09 comes to the imposing imposing of a 8:13 regime for what they call vaccination as 8:17 experimental as it might be there will 8:20 be simply no stop buttom for none of the 8:25 member states and not of course not for 8:28 us the citizens so now if we just look 8:32 at it as a whole this right of the WHO to 8:37 self declare to Auto authorize Auto 8:41 authorize itself to claim and Public 8:45 Health Emergency of international 8:46 concern and to maintain it for as long 8:49 as it wants number two to issue 8:53 so-called recommendations that will be 8:55 legally binding and that will be subject subject 9:00 to an system of surveillance 9:02 surveillance of the people surveillance 9:05 of the member states then the total 9:09 control and Monopoly on information 9:11 including the right of censorship and 9:14 then the fact that there is no mechanism 9:17 of control the control of THE WHO and of 9:21 Correction what do we have as a result 9:26 well it is very simple to say without 9:30 the open and the Poss the open debate 9:34 without the possibility of having 9:36 different opinions different hypothesis 9:41 different methods to be discussed on the 9:44 at the table there will be no science 9:47 and there will be ultimately no 9:49 democracy and there will be no legal 9:53 Court proceedings and no justice if the 9:56 result is already predefined by one one 9:59 sole Authority on this planet there 10:02 cannot be by definition an proper scientific process a proper 10:09 decision-making process there cannot be 10:12 any democracy number two it is a basic 10:16 principle not only of international law 10:20 not only of national constitutional law 10:24 that we have as human beings the right 10:28 to know what we consent 10:31 to so if we ask 10:34 ourselves have we been asked have you 10:37 been informed about this process that is 10:40about to become reality the answer is 10:44 no and there is one important 10:47 distinction to be made between these two 10:49 legal instruments the new pandemic treaty will be considered by the WHO itself 10:56 as a treaty and thereby shall will be 10:59 subject to an National process of debate 11:04 and um 11:06 ratification but not so for the 11:09 international Health regulations the 11:11 international Health regulations by 11:13 definition of WHO's own uh writing when 11:18 you read the international Health 11:20 regulations they are qualified as health 11:23 regulations according to the WHO 11:26 Constitution Article 21 and what does 11:29 that mean as a consequence there will be 11:33 an automatic coming into 11:36 Force right after the vote in 11:40 2024 so far it is still 24 months but 11:45 these 24 months have been reduced to 12 11:48 months only so that means that at the 11:51 end after May 11:53 2025 the international Health 11:55 regulations will become law 11:58 automatically 11:59 so we will not be asked we have not been 12:03 informed and there will be a process of 12:06 automatic enactment of the international 12:08 Health regulation this is about as 12:11 severe as it can be when it comes to the 12:15 violation of the principle of an 12:18 informed consent this principle does not 12:21 exist only on the individual level but 12:24 it exists only also for democracies as a 12:27 whole and 12:29 it is it exists under the title of 12:32 self determination of the people which is 12:35 one of the founding principles of the 12:37 United Nations in the United Nations 12:39 Charter Article 1 of 12:42 1946 now this is the reason why we 12:45 should all get to know not only what is 12:49 in these documents but we shall claim 12:54 and clearly say that some of these um 12:58 International na Health regulations and 13:00 the changes that are modified and 13:02 declared there will totally be opposed 13:07 to what we consider our constitutional 13:11 order as there is no public information 13:15 right as there will be censorship as 13:17there will be human rights not protected 13:20 as there will be no checks and balances 13:23as actually it will be the who to 13:26 determine under which legal stat we will 13:29 have to live that means the power will 13:32 not be anymore in the hands of the 13:35 people and therefore these negotiations 13:39 have to be stopped immediately and it is 13:43 an matter and a duty for all citizens 13:48 now to impose the pressure towards their 13:52 public Representatives political 13:54 representatives to make sure that the 13:56 politicians the political representatives understand that they go on be 14:01 right on Beyond of their entrusted vote 14:06 they can use now as this is just an 14:10 overview and as we are here in Europe 14:13 and as within 14:15 Europe the these rules have been already 14:18 pushed forward to an alarming extent we 14:24 found it important to provide you an 14:27 more detailed overview on the situation 14:29 here in 14:33 Europe well if you've got concerns about a dystopian dictatorial future uh maybe 14:40 that cell and Gene 15:02 based therapists and their components 15:06 materials or parts now I don't want uh 15:10 these imposed on me through the power of 15:12 my nation state sell and gene-based 15:16 therapists Health Products including 15:18 vaccines medical 15:21 devices it it really sounds really quite 15:23 terrifying that the who would have total 15:25 power over imposing these honors and if 15:29 we look through other parts of the 15:30 treaty we can see here that this is what 15:32 they've done quite often here all 15:34 they've done is simply cross out 15:36 nonbinding so instead of used to mean 15:38 non-binding advice now it means binding 15:41 advice and and we just look look through 15:44 it um so for example here they've 15:47crossed out this part with full respect 15:50 for the dignity human rights and 15:52 fundamental freedoms of persons why on 15:55 Earth would you have a WHO treaty where 15:57 you take out a clause that says the 15:59 Implement implementation of these 16:01 regulations shall be with the full 16:03 respect for the dignity human rights uh 16:06 human rights and fundamental freedoms of 16:09 persons why would you cross that out get 16:11 on to your politicians and tell them to 16:13 kick this 16:14 into out of the stadium we I don't want 16:17 it if you want it do nothing if if you 16:20 don't if you don't want it contact your 16:21 politicians and they can stop this but 16:24 we're running out of time at the moment 16:26 the UK government the Dutch government 16:28 the Australian government the American 16:30 government the Canadian government the 16:32 NZ government as far as I know this is 16:34 just going to be rubber 16:35 stamped why are our politicians not 16:38 standing up for our 16:42 freedoms and our nation sovereignty”

Essentially what these two instruments are doing to humanity, democracy, auto-determination, in a permanent manner, means all decent legal and political minds need to be using their abilities to stop this madness. Pure madness.

It is time for political capital in your circle to be tapped.

5. the Youth: this is where the unions help out;

6. hackers to change the algorithms in tiktok;

This is not the time to worry about offending your left wing side of the family, your new in-laws, or what have you. I pray daily now for the left to be engaged with what it is the right sees and are worried about. Because no one organizes like the left. I realized system is set up to engage them now through the censorship industrial complex

Well they are spying on us to turn us in for wrong speech. They guarantee, will end up liking us. Why not? We are totally loveable trying to save humanity, from legal and technical tyranny.
