The merger of the socialist state with crony co-opted big biz is the literal textbook definition of fascism, as defined by Mussolini in his eponymous 1932 article, The Doctrine of Fascism. But don't believe me, read it yourself for free here https://sjsu.edu/faculty/wooda/2B-HUM/Readings/The-Doctrine-of-Fascism.pdf Roughly a dozen pages.
Your work-in-progress is off to a fantastic start! After reading the first installment, last July, I am confident that you are hitting all the right notes. Keep up the great work!
Interesting subtitle that the cover appears to reflect pretty well. These 'professionals' in the corporations have their heads so high up in the clouds they can't even see the 'plebes' and countries on the ground.
You're asking the person looking at the cover to have a sensible knowledge of the image and the tag - are you asking too much of someone who is looking for a generically interesting cover? Is it causing a keyhole purchaser demographic?

Love your cover design! Very potent! Immediately catches the eye!

Center it.
I like the cover. Is it also a critique of "technocracy"? If it is, perhaps it could include some of the elements in these covers:
