They are not NanoRibbons, they are Nanotubes made by NanoGraphi who you can Google and find the relative blurb. The vaccine makers could not have made their current vaccines, apparently, without these NanoTubes being in their vaccines and injected into the arms of the volunteers - however there was a publication some years ago which observed that when the injected Nanotubes are hit with a high frequency sound (I have the specifics somewhere), they all ring together and shut down the minds of the vaccinated, which would be a great way to take over their bodies, which after Genetic Injections become Trans Human GMO's owned by the Military and not "you" anymore.
Let me put that another way, the Military ordered and supplied the vaccines from one of their Arsenals and now they have successfully got the majority of people vaccinated with their Genetic Injections - are they going to progress to the next level, or are they just going to sit on their hands and do nothing?
