Are citizens bound by an agreement where they have no privity of contract?

One very big consideration that no one has lit upon, is that the WHO required Satellite offices of the WHO pursuant to the 2005 international Health Regulations. So was this an agreement between Pfizer and South Africa. Or was the contracting party the satellite of the WHO for South Africa. Or was it the WHO with unholy connections to the CCP using satellite offices to negotiate and burn tax payer dollars while at it.

I need to see the satellite offices of the WHO registered for South Africa.

All satellite offices need to be listed and uncovered. Were they using our tax payer dollars contracting for lame duck governments? Were we already being governed by the WHO?

Is this a contract between the WHO and Pfizer? Or negotiated by the WHO and Pfizer?

Think that one through. Were then is the privity of contract.
